Experienced Litigation, Policy, Business Development

Founder and principal Jeff Parsons has over twenty years of experience successfully helping corporate, nonprofit, and tribal government clients across the U.S. navigate complex state and federal administrative regulatory structures.  He is admitted to all Colorado courts and to federal district and appellate courts across the country.  Jeff has led several significant state legislative and rulemaking initiatives to a successful conclusion, drafting and negotiating pragmatic public policy changes with diverse stakeholders and interests.  He also helps corporate clients with entity formation and partnership agreements.  Jeff is a frequent public speaker and serves in a volunteer capacity for multiple local and regional charitable organizations.

Jeff graduated from the University of Colorado School of Law after earning a B.S. Public Affairs – Environmental Science from Indiana University, Bloomington.  Jeff has acted as Senior Attorney with the Western Mining Action Project in Lyons, Colorado since 1999.  While there, Jeff has:

  • Represented Tribal governments, conservation organizations, and citizen groups in multitude of state and federal administrative permitting, rulemaking, and related proceedings as well as district and appellate court litigation related to mineral mining and environmental protection;

  • Developed and negotiated federal and state legislation and administrative rules addressing mineral mining surface and ground water quality impacts, public health and wildlife impacts, financial assurance requirements, local government and public participation provisions, and other permitting/administrative process elements;

  • Testified before numerous legislative and administrative bodies and prepared/presented at various public hearings, legal conferences, meetings, and panels on environmental and community protections, administrative practice, and state and federal litigation related to mineral mining and environmental protection.

Jeff has been admitted to practice in the Supreme Court of the State of Colorado, U.S. District Court for the District of Colorado, U.S. Court of Appeals for the Ninth Circuit, U.S. Court of Federal Claims, U.S. Court of Appeals for the Tenth Circuit, United States Supreme Court, U.S. Court of Appeals for the District of Columbia Circuit, U.S. Court of Appeals for the Eighth Circuit.
